The European Commission confirmed that Regulation (EU) 2025/40 (PPWR) began to apply on a phased basis from 12 August 2026, consolidating national packaging registration and reporting duties into one EU-wide regime; recyclability and recycled-content requirements follow from 2030.
Why it matters
A seller of physical goods must, from 12 August 2026, hold a packaging-EPR producer registration in every EU country it sells into or stores stock in (there is no pan-EU number), and any seller not established in a destination country must appoint an authorised representative and pay national packaging fees there; the lever is per-country compliance registration, and on Amazon a missing number deactivates the listing in that market.
