EU packaging regulation (PPWR) starts applying 12 August 2026

What happened

Regulation (EU) 2025/40 (PPWR) becomes applicable across all 27 EU member states on 12 August 2026, replacing the 1994 Packaging Directive with directly applicable, harmonised rules on packaging design, minimisation, labelling and producer responsibility. The Commission's guidance confirms food-contact packaging above the PFAS limits cannot be placed on the EU market from that date, with no stock-exhaustion period.

Why it matters

Any packaged goods placed on the EU market from 12 August 2026 must comply, with no sell-through grace period, so packaging must be audited now for materials, PFAS in food-contact packs and over-packaging/void space. Under Article 45 online platforms must verify packaging producer registration, so a packaging EPR number has to be on file in Seller Central for every EU country a seller distributes to before 12 August 2026 or listings risk deactivation.
